This message...

...should be expanded to say something like...
"Please note that all links in this section will open a new browser
window, unless your browser is set not to support automatic opening of
new windows."
After all; not all of us who dislike such 'opening of new windows' will
sit back and just let it pass, and many browsers do let us override or
ignore most such attempts.
On sites that for whatever reason insist on opening new windows,
accessibility statements like the one presented may be improved even
more if users are informed /how to fix/ the "new window" problem in
their browser of choice.
