This has been an interesting discussion.

For what it's worth, I think the SUMMARY attribute should be visible to sighted users just as the CAPTION and TH tags (via formatting) are. In my opinion, not only would sighted users benefit from the information, but it would make it more concrete to sighted Web developers.

It looks like you can modify the CSS to make SUMMARY visible, and I may experiment with that (don't want to disable it in JAWS)
