Sounds like a bug to me...

Jaws 13 reads the ALTs in the correct designated language, for example.

Although on this page, the ALT labels "Wikimedia Foundation" &
"Powered by Mediawiki" are in English, so the "bad" NVDA behavior is
correct 2 out of 3 times. :)
