Elle,
Para-transit services are subsidized so that elderly / users with
disabilities can commute to work or for medical appointments.
Perhaps health insurance companies should bear some of the cost of
trips provided by paratransit services for to and fro medical
appointments covered by their plans / Medicare / Medicaid. This will
help to take the load off the paratransit services a bit. Or cover the
copay so that riders can use the service without a charge when they go
to and fro for med. appointments.
For starters (pilot project) consider covering only individuals who
have to go for dialysis every few days.
