I agree. Plus, the title of the <nav> (or <section>) could be used
by a smart browser to automatically make "skip" links if requested.

<nav title="Primary Navigation">
...
</nav>
<section title="Main Content">
..
</section>

Display as:

Skip Primary Navigation
...
Skip Main Content
...

etc.
