You may want to look at CommonLook Office, which is a rebranded
version of NetCentric PAW. This is a Word to PDF converter which does
checking. A number of people in my organization use it for checking,
then pass it to me for final check->conversion->clearance/approval.
Depending on how many copies you are talking about, it may come down
to how many resources you have.

The other option is to produce a training on it and promote the life out of it.
