NVDA 2012.3 forms verbosity settings

As part of troubleshooting an issue with JAWS 14 and IE9 I am looking at
the behavior of NVDA 2013.3 in IE9. I noticed that on <input type="button"
> that NVDA reports the value of the title attribute rather than the value
of the value attribute. Is there a way to configure NVDA to report the
value of the value attribute instead? The titles in the vendor supplied
application that we are testing are horrible but labels and values are used
correctly.
