As a developer I have a problem with that comment. Most developers do, but are under time constraints to get the information out there, and are not allowed to tweak it to be 100% accessible. You need to also consider that many CMS's output incorrect markup, that developers have no control over, and are not allowed to correct.
Not everyone cares about accessible websites. It costs time/money to do it right and not all shops care to spend the resources to do it right.
