Seems like your "We didn't want to do this" format would actually be fine.

If you have the document titles be the hyperlinked text, and eliminate the "<http://www.whatever.com>;" following it, that doesn't seem so bad to me.

- Spring 2012 Quarterly Report - Summary (PDF)
- Spring 2012 Quarterly Report - Full (PDF)

- Summer 2012 Quarterly Report (Word)
- Summer 2012 Quarterly Report - Summary (PDF)
- Summer 2012 Quarterly Report - Full (PDF)

Unless your document titles are in reality a whole lot wordier or in some other way difficult to read, the downside of having some repeated words seems outweighed by the upside of clarity and simplicity.
