That is an impossible question to answer without more information. Some people will tell you that the answer is zero, but that isn't very helpful.
The first question is whether Flash is appropriate for the situation, then how to make that content accessible for Windows users and how to offer an equivalent experience for users on OS's that don't support Flash. Then you can ask what the bandwidth or processor impact is also, much as you might consider when adding more and more images to a page.
Without more specific info it is hard to provide a more specific response.

While reporting accessibility and writing about responsive web design, the question of the ideal number of flash movies per page struck my mind, by intuition I'd prefer only one flash movie when required is more than enough, I'm keen to hear from you.
