The <title> element is also used when any user bookmarks a webpage, as the default bookmark text. This is why it's useful to have not only the page title contained in the <title> element, but also the site title - it helps users when browsing through their bookmarks.
The <title> element is also used extensively by sighted users when using a tabbed browser; the title is what allows you to quickly switch between relevant tabs.
