Optimum structure of landing page links (headings or not?)

I'm building a series of landing pages - a collection of links to content related to a topic. There is one landing page per topic. Sometimes links on a landing are grouped within a sub-topic and sometimes they aren't. Each link usually has a short, one sentence description and may also have a photo associated with it.

In the past, I've made every link on a landing into a heading (usually H2). The title of the landing would be the H1 on the page. I'm wondering if this makes it easier or harder for people using screen readers to navigate. There is no content under each heading except the short description of the content of the link.

I've created a few very simple examples of two landings (one with sub-topics and one without) marked up with headings and without.
