I don't think there's a big difference between the examples. One could
argue that the links are really headings for the brief content below
them and that navigation via these links/headings may be beneficial.
Another may argue that the group of links is the content for each
section and that because users can already navigate by the links that
making those links headings adds unnecessary overhead.

In short, I think either works well - and both are certainly
compliant. I personally think I'd opt for making the links headings.
