PDF links not accessible, can it be fixed?

Hi:

I am trying to create some accessible PDFs and generally know how to use the
technology to do so. However, footnotes in Word are flagged by the "Check
Accessibility" Acrobat plugin as a problem. Also, when I create "within
document" links (from one page to another within the same PDF), those too
are flagged by the plugin. Does anyone have any suggestions or are PDF links
not accessible?
