For links that are not underlined, WCAG requires a 3:1 contrast ratio
between link text and non-link text. This situation would clearly fail
this Level A requirement. WCAG also requires a "non-color designator"
(typically the underline) when the link is both hovered with a mouse
and tabbed to with the keyboard.

I've never really understood the aversion to underlining links. It's a
universal indicator that the text is a link, and is especially useful
on modern high resolution small screen devices.
