video transcripts for talking heads: need to be synchronized?

Hi all,
we've been using CCs for our course videos for years, having started with
the WGBH player, back when it was about the only web video player to
support CC. Since synching is a long and expensive process, my boss
decided some time ago that we won't sync videos for our talking-head videos
of subject matter experts. We still have the transcript available for any
users who want to click to view it as the full text of the video, though.
Is this considered compliant, or do all video transcripts need to be
synchronized withe speaker in the video?
