Re: video transcripts for talking heads: need to besynchronized?

Hi all,

we've been using CCs for our course videos for years, having started with the WGBH player, back when it was about the only web video player to support CC. Since synching is a long and expensive process, my boss decided some time ago that we won't sync videos for our talking-head videos of subject matter experts. We still have the transcript available for any users who want to click to view it as the full text of the video, though.

Is this considered compliant, or do all video transcripts need to be synchronized withe speaker in the video?

Mike,

Your solution is non-compliant. Captions are required to be synchronized. Transcripts are not considered captions.

WCAG

1.2.2 Captions (Prerecorded): Captions are provided for all prerecorded audio content in synchronized media, except when the media is a media alternative for text and is clearly labeled as such. (Level A)

Section 508 (outdated but still in force)

1194.22 (b) Equivalent alternatives for any multimedia presentation shall be synchronized with the presentation.
