I do believe it might be a good idea if WCAG came up with provisions around availability of essential resources. The way to ensure availability of essential resources in PDF , when it comes to fonts, is to embed them. Things will be different for different technologies / file formats etc.
Or is there a provision in WCAG stating anything around 'essential resources'?
This is something to consider for the future. I'll make a note in the WCAG wiki where we are collecting ideas.
