Hi Terri,
I have WAVE and use it a bit.
I was thinking more of a tool to guide people in getting the basics right -
correct use of heading levels, hidden headings where appropriate, and the
most basic ARIA attributes that we know are consistently supported. This
might help raise the overall quality of site markup, and make the minimum
standard a bit higher, much as there was a phase when HTML validation was
worn as a badge of honour.
