My hunch is yes, on both counts. Also, most of this would not readily work for AT on touch devices, as there is no way currently - that I know of - to go into "application" mode and handle gestures yourself.
In short, I think it's an interesting thought experiment, but not practical. I'd rather see small, very focussed little polyfills that fix/bridge one very specific shortcoming at a time.
