Can you reproduce the bug in a demo .html page? Checkboxes working fine for me on iOS 8.4 at this example page, http://pauljadam.com/demos/mobileforma11y.html.

Apple would ask you to file a bug report likely. I've been filing them for VoiceOver OS X 10.11 and iOS 9 lately.
