What happened to PEAT?

Fortunately we hardly have to worry about WCAG 2.3.1 (3 flashes or
below) any more.
But someone asked me about it this weekend, and I was going to refer
them to PEAT "Photosensitive Epilepsy Analysis Tool" from the Trace
center.
But the link from the WCAG 2.3.1 page (under the "resources" section),
as well as links from Google search return a "page cannot be found"
error.
The latest entry in the Google search appears to have been posted on 03/15/2012.
Does anyone know if the tool is still alive? If so, has it been moved?
