I'm not a lawyer, nor expert in 508 or Texas law. But as far as I can
tell, meeting WCAG 2 double A covers all the things you need to do for
both. (Although IMHO there are things you still need to do - not
complicated, mostly logical but missed in the attempts to provide legally
solid wording - to provide real accessibility).
