Snahendu,
The Texas Department of Information Resources made a recommendation in August of 2013 and directed to all Texas agencies / institutions of higher education to begin using WCAG 2.0AA as the technical standard for new website and web application development.

Subject: [WebAIM] Texas Accessibility Compliance Govt. Regulation
Hi All!
In order to make a website compliant with 'Chapter 206' and 'Chapter 213'
of Texas Administrative Code, would it be sufficient to abide by WCAG 2.0 or the website need to compliant with Section 508?
Thanks and Regards,
Snahendu Bhattacharya
