This is exactly the question I had to answer several times from our junior
web developers who were hired to help bring our government ministry's
website into compliance with WAI AA. They felt that (given your example) the
font size of H3 and H4 were too large for what they wanted. My answer was,
use CSS to change the sizes. As the pointer that Benjer gave us stated,
don't skip headings.
The Web Style Guide is an excellent book on writing for the web
(http://www.webstyleguide.com/index.html?/contents.html) and may help you
with this type of question - an excellent investment.
