When I was getting started in this field, I went to archive.org and
downloaded several PDFs from there for practice. What's great about those
is the copyright generally allows them to be reused. You could use the
Matterhorn Protocol available on the PDF Association website to see best
practices for how to tag a complex and long document just in case you run
into issues.
