recommendations to make section 508 course accessible.

Hello all, greetings.
Hope all are doing good.
I need some recommendations to make section 508 course accessible.
Currently, I am trying to give the feedback for the dhs training
division to make the training accessible.
in this regards, I have some questions.

In the practical testing page, some of the elements are not keyboard
focusable, but, I want the visually impaired people should no that,
the page has some elements which is not focusable with keyboard.
but, how can I convey them.
