When you say not all elements are keyboard focusable, that may not be a problem. Only certain elements (anchors and form elements) are natively focusable. The other elements are intended to be navigated with the virtual cursor (the arrow keys). If you mean that not all elements are accessible via the keyboard only, then that is a problem. I just want to point out that not all elements in a page need to be in the tab order to be navigable by keyboard.
