Currently WCAG 2 success criteria for contrast SC 1.4.3 and 1.4.6 apply to text and images of text and not to focus indicators. The contrast of focus indicators is important but a lesser contrast may be sufficient. This is something the Accessibility Guidelines working group is working on for potential inclusion in WCAG 2.1.
