Currently WCAG 2 success criteria for contrast SC 1.4.3 and 1.4.6 apply to text and images of text and not to focus indicators. The contrast of focus indicators is important but a lesser contrast may be sufficient. This is something the Accessibility Guidelines working group is working on for potential inclusion in WCAG 2.1.

If the focus indicator is changed to another color, instead of the common dotted outline, does it need to pass the 3:1 color contrast guideline? I tested the Chrome blue on white and it does not pass the 3:1 rule. Does the "color alone" guideline apply to the focus indicator?
