Follow the link in the applicability section of the technique. Most techniques map to success criteria although this one maps to a guideline. On the page you land on the (understanding techniques page) it should be listed under sufficient techniques, failures, or advisory techniques.
A sufficient technique is not required -- but is known to meet the success criteria. A failure technique is known to fail the success criteria. Advisory techniques are not required and may or may not be sufficient to meet a success criteria. In this case the technique is not listed which seems like an omitted link.
