PDF <L> without <Lbl> tags

Are there bad consequences if no <Lbl> tag is provided in a List Item? I
have a document in which most of the lists have <LBody> elements that
include the bullet graphic as part of the Lbody. It is proving time
consuming to break the element into two (with Acrobat's Reading Order
tool) and tag the bullet graphic as a Label.
Will an AT user care if we leave the bullet indicator inside the Lbody
element?
