Sarah, a menu can be based on a list, but will announce as a menu if the correct roles are applied.

<ul role="menubar">
<li tabindex="-1" role="menuitem">About Us</li>
<li tabindex="-1" role="menuitem">About You</li>
</ul>

Note that in this example it is assumed that JavaScript will be used to make the menu behave as expected. You can refer to the WAI-ARIA Authoring Practices for more information: https://www.w3.org/TR/wai-aria-practices-1.1/#menu
