Under WCAG 2.0, there's no requirement for any contrast ratios for
non-text content (including backgrounds of elements against their
underlying background). In WCAG 2.1 you have 1.4.11
https://www.w3.org/TR/WCAG21/#non-text-contrast which indeed requires 3:1.
