There aren't any specific guidelines on "how long" your page is before it
needs a heading. That's kind of a design decision and not an accessibility
decision.

I've seen really long pages with just an H1 and it was fine.
I've seen really short pages with H2 and H3 and it was fine.

If you have different types of information on the page that feels like it
should be "grouped", then headings are probably needed.
