For Word docs, PDFs, or webpages, at what point is the document "long" or
"complex" enough to require headings past H1?
For example, if there are only two paragraphs of content, are H2, H3, etc.
necessary? What if there was only one paragraph of content but then a table?
I acknowledge that I am really asking "what is the maximum amount of
content a screen reader will accept before getting annoyed that they cannot
navigate the document/webpage?"

There aren't any specific guidelines on "how long" your page is before it
needs a heading. That's kind of a design decision and not an accessibility
decision.
I've seen really long pages with just an H1 and it was fine.
I've seen really short pages with H2 and H3 and it was fine.
If you have different types of information on the page that feels like it
should be "grouped", then headings are probably needed.

That would be my response as well. If there are topic changes, chunks of
content grouped under one thought/concept then you would use headings. And
for my two cents, the headings must be sequential in order to provide the
logical navigational structure of the document.
