WYSIWYG editor for making accessible forms

Good Morning,

I am looking to teach my organization how to create accessible forms and I realize that HTML5 is likely the best way to do this (I learned how to make accessible forms on Adobe Acrobat, but that is exceptionally difficult, and I'd feel bad for any student if I had to teach it to them). Is there a WYSIWYG editor that is known for being able to create accessible forms? Ideally, free or at least low cost and accessible for screen readers? I figure if I can find such an editor, I could teach my fellow staff how to use it to create accessible forms independently. Thanks in advance for any input!
