If you are using Internet Explorer 6.0, it has a security setting
that allows you to disable refreshes.

Goto Tools menu, Internet Options menu item, and go to the Security tab. You
might need to pick your security zone. Then press the Custom Level button.
Under the Miscellaneous node is an option called "Allow META REFRESH". The
default is enabled. Just set it to disabled, and pages will stop refreshing
themselves.
