Tab Order and Focus Question

Hi,
The Understanding 4.1.2 page at https://www.w3.org/WAI/WCAG21/Understanding/name-role-value talks about controls receiving focus. Since I'm a screen reader user, this may be a sighted question. It is possible to give tab order to items that are not controls. My question is: does that mean that these items receive focus if they are in the tab order?
