If one can visually differentiate between the links and the non-linked
content, this WCAG success criterion would not apply. For breadcrumbs,
it's going to be rather subjective if the links are not underlined.
It's a common convention for the last/current item to not be a link.
For optimal usability there should be a clear visual differentiator,
but WCAG doesn't provide specific guidance in this case.
