If the message is visible to all users, then it should also be available for screen reader users to even after announcing.

If the message is just for screen readers, place this alert some where above the triggering element so that users do not encounter it when navigating ahead.
You also could use a timeout to delete the message after few seconds.

If the message reads "1 record deleted" every time a record is deleted, the screen reader might not announce it after 1st time since the message does not change. Especially in react where it does not see a change in content and does not re-render.

To summarize,
Place it above triggering element in DOM and delete it after a time out.
