As far as I know, Alt Text is not translated when using an automated tool.
Yu also have to be VERY careful and check any translation tools used on your
site. I worked on a site where a translation tool was promoted and offered
and some of the translated text was "not repeatable in pleasant company."
While translation tools have come a long way, if you have a website and want
or need translations, it is better to have the text professionally
translated and marked with the correct language attributes than to leave
translation to chance and error.

Unfortunately I do not have enough experience with this to add much to the
discussion and/or answer your question.
However as an end-user it's been my experience that if a webpage is in
different languages, various attributes get lost in the translation.
