I think it's not possible for such a tool to be universal, but here are
three that I find interesting for starting fresh:

If you are trying to make modifications to a palette that is close but not
quite there, I love Tanaguru. And, for styling text links for people who
are averse to underlining, nothing beats the WebAIM Link Contrast checker,
IMO.
