Instructions inside forms

A non-semantic container of instructions that don't relate to any
individual input are hard to discover because the screen reader has
switched into forms mode. I saw a technique where the element is provided
with a role of document and tabindex of zero. It didn't work too well when
I tested it without the tabindex, but to me this breaks the "semantics" of
only actionable elements being in the focus order.

Does anyone have any suggestions about making instructions in a form more
discoverable?
