time and shouldn't be distributed until we are absolutely certain all the
guidance is correct.

Note this is an early draft and we are not presenting this as a
correct, complete, or definitive. I am certain there are gaps, things we
didn't consider, or even things we misunderstood. We are trying to create a
guide that is straight-forward to most. We hope to eventually post as a web
page for our community and the public to discover. But, not until we know
it is good advice. I do want it to get as close to PDF-UA as possible and
reasonable, but do worry about the sustainability of a workflow that
becomes too complex.
