I agree with Lucy, and MSR relatively out-of-the-box usable, but if you just want more names if you get desperate:

Nerds and Linux users may be desperate enough to try coding their own and using the free/open source PocketSphinx (see/hear an OLD example https://www.youtube.com/watch?v=8SkdfdXWYaI). Sphinx is just the speech-recognition part, by Carnegie Mellon U; it has to be coupled on other programming to do any command-and-control.

Mac users: There is a program called Talon which does command-and-control coupled with Dragon for the speech-recognition part. There's a blog post https://whalequench.club/blog/2019/09/03/learning-to-speak-code.html and a Perl talk https://www.youtube.com/watch?v=Mz3JeYfBTcY that might be interesting. As a programmer, Shea was not on Windows so regular Dragon wasn't an option. Windows coders tend to code up all their needs with Dragon Pro so they can work in the terminal.

Of course all of the above is really for nerds; hopefully the fact that outside the disability community there's more attention towards voice-control due to the smart speakers means more easier-to-use and out-of-the-box solutions appear.
