You will need to talk to a sales person, I expect that when purchasing in bulk you will get a better deal than the the retail costs especially if you are looking to do level 1 support directly. Also, there are options to run a lan/vlan license server that limits you on active seats rather than individuals. Of course if the license server or network fails, all your users turn into 40 minute users.
