Not sure where you get the "halo" from, but that sounds more like a
change of colour/blurring, which is explicitly not covered. it's only
about movement/motion.

Annoyingly it's quite cut-and-dry. Anything that involves
apparent/actual movement is counted as motion animation. menu or
accordion that instantly appears - no motion, all good. if it appears to
animate even by one pixel, it counts as motion animation.
