Both tools are enterprise solutions used for accessibility testing,
similar to AMP from Level Access, ARC from TPGI, the Wave testing
platform and Tenon.
All are high quality solutions with different setup, pricing and
specifics, all are from reputable vendors with a lot of expertise and
experience.

I like that the axe tools are built on an open source set of rules
(axe Core) and they are pretty decent tools.

No, axe Monitor does not eliminate manual testing. If you interpreted
something on the webpage to mean that, you should contact Deque and
ask about it, because that is a big miscommunication.
You can only cover between 40 and 60% of accessibility defects with
automated testing alone.
You could increase the coverage with some smart code automation if you
know your own code, but parts of accessibility testing will always be
manual.
