This is a common misconception. Section 508 does NOT generally apply to colleges and universities. Section 504 does apply to any college and university that receives federal funding like Title IV financial aid, but of course Section 504, like the ADA, does not specify specific standards covered entities must follow. Section 508 would apply to a college or university only if a specific school adopted it as a standard, or if a state adopted it into state law. It could also apply to individuals or groups who are contracted by the federal government to create technology on behalf of the federal government.

Section 508 of the Rehab Act also applies to some entities that receive federal funding, like colleges and universities. Retail would not be one of these though.
