That is exactly what I recommended to a client this morning. The transcript might need to include some of the visual content that it wouldn't usually contain, so the authoring process might be different than usual. Nevertheless, I would say that it is an acceptable alternative format as long as the transcript and the mechanism to access it are accessible.

Would this be handled with transcripts if the video could not be made compliant?
